Federal Acquisition Subject Matter Expert (SME) I, Federal Acquisition Subject Matter Expert (SME) II, Federal Acquisition Subject Matter Expert (SME) III, and Facilitator (Senior level).
Job Title
Federal Acquisition Subject Matter Expert (SME) I
Description
Federal Acquisition SME I specialists provide professional support services to agencies in conducting federal acquisition management activities. These specialists assist with acquisition planning, including conducting market research, specialists prepare acquisition documents using templates and tools. Document developed are: cost/price estimates, acquisition plans, quality assurance surveillance plans, and performance work statements, or statements of objectives. These individuals work closely with senior specialists or project leads.
Qualifications
Federal Acquisition SME I specialists have strong writing skills and the ability to perform original research, write original content, review and edit documentation, and provide overall quality assurance on individual and team developed analysis. Interested contractors should have a Bachelor’s degree and a minimum of five years of experience in federal acquisitions.
Job Title
Federal Acquisition Subject Matter Expert (SME) II
Description
The Federal Acquisition SME II specialists provide professional support services to agencies in conducting federal acquisition management activities. These individuals possess demonstrated knowledge and experience in federal acquisitions. These specialists are responsible for acquisition planning assistance, including market research, and for recommending procurement strategy. This position also involves acquisition document development, including cost/price estimates, acquisition plans, quality assurance surveillance plans and statements of work or objectives. These individuals must have experience briefing government clients on acquisition activities, including decision briefings to support milestone documentation and events. These individuals work closely with senior specialists or project leads.
Qualifications
The Federal Acquisition SME II specialists have strong writing skills and must be able to perform original research, write original content, review and edit documentation, and provide overall quality assurance on individual and team developed analysis. Interested contractors must have a Bachelor’s degree and preference is given to applicants with a Master’s degree. Individuals interested in this position should also have a minimum of seven years of experience in federal acquisitions or program and project management. CFCM certification may contribute towards education and experience.
Job Title
Federal Acquisition Subject Matter Expert (SME) III
Description
The Federal Acquisition SME III specialist provides professional support services to agencies in conducting federal acquisition management activities. This senior level individual possesses demonstrated expert knowledge and experience in federal acquisitions. This specialist provides direction for acquisition planning which includes market research and recommending procurement strategy; in addition, specialists independently develop acquisition documents, including cost/price estimates, acquisition plans, quality assurance surveillance plans, and statements of work or objectives. This individual will be responsible for being the team lead in resolving complex problems and will contribute to the evaluation, analysis, and development of recommended solutions. This individual must have extensive experience briefing senior level government clients on acquisition activities, including decision briefings to support milestone documentation and events. This individual also directs the activities of SMEs I and II as necessary.
Qualifications
The Federal Acquisition SME III specialist has strong writing skills and must be able to perform original research, write original content, review and edit documentation, and provide overall quality assurance on individual and team developed analysis. Interested contractors should have a Master’s degree and a minimum of fifteen years of experience in federal acquisitions or program and project management. FAC-3 and/or PMP or CFCM are highly desirable.

Facilitator (Senior Level)
Description
The Senior Level Facilitator works with a variety of groups and/or communities in the Federal or Private Sectors to guide and help the meeting participants understand their common objectives and assists them to plan to achieve objectives without taking a position. Facilitator will lead the group in achieving a consensus on any disagreements that preexist or emerge in the meeting so that it has a strong basis for future action. Meeting durations will vary whether it is a week-end retreat, sequestered week event, or online meetings for two-hours once a week. The Facilitator will set the pace, engage the group, i.e. getting participant’s attention, gaining their interest and keeping the meeting dynamic and enjoyable. Meetings may be F2F or online sessions. Facilitators provide ice breakers and warm-up activities and maintain a Facilitator Tool Kit. Candidates have excellent interpersonal, organizational, active listening, and proper questioning skills. Individuals understand nonverbal messages, able to remain neutral and have demonstrated ability for conceptual and systematic thinking (to put it all together).
Qualifications
Interested contractors should have a minimum of a Bachelor’s degree; preference is given to contractors with a Master’s degree. Individuals interested in this position should also have a minimum of ten years facilitation or program and project management facilitation experience. Certified Master Facilitator ™ or Provisional Master Facilitator ™ from the International Institute for Facilitation is preferred.
